Partnering to help countries design, implement, and scale Digital Public Infrastructure
Digital Public Infrastructure (DPI) succeeds when governments are supported by capable, aligned partners across policy, technology, and implementation.
The COSS Partner Program brings together a curated group of organizations that work with governments to co-create, deliver, and sustain DPI built on open digital public goods.
COSS acts as a neutral orchestrator and execution partner -supporting countries through their DPI journey while enabling partners to contribute meaningfully at scale.
Who the Program is
intended for
The current phase of the Partner Program (Phase 1) is designed for organizations working in one or more of the following roles:
Program Owners: Organizations leading or governing national or sectoral digital programs with governments.
System Integrators: Teams that deploy, customize, and operate digital public goods at population scale.
Consultants: Advisory partners supporting governments on DPI strategy, architecture, program management, and change.
Training & Certification Partners: Organizations focused on capacity building, enablement, and certification aligned to DPI and DPG adoption.
While explaining interest across these categories is welcome, partner selection will be based on alignment, capability, and readiness to co-create.
Subsequent phases of the program will expand the scope of alliances and partnership categories. We are keen to hear about your areas of interest.

Partnering with COSS offers organizations the opportunity to work alongside governments on real DPI design, pilots, and population-scale implementations, supported by proven frameworks and architectural guidance. The partnership enables joint engagements, structured learning, and alignment with global alliances—amplifying credibility, reach, and long-term impact in the DPI ecosystem.
The Program is aimed at quality, trust, and long-term collaboration over transactional engagement.

Express Interest

Review & Alignment
COSS reviews submissions for capability, fit, and relevance to current DPI priorities. COSS will then schedule a meeting with the organizations

Onboarding & Engagement
Selected partners are onboarded into the Partner Program and invited into ongoing collaboration
